Nonprofit Behind The Source Misses Council Meeting Again: What’s Going On?

COLUMBIA, Md. — Ongoing construction at the site of The Source, a proposed community center, has sparked a significant oversight controversy involving the Howard County Council and the nonprofit organization responsible for the project.

The nonprofit, Columbia Community Concepts (CCC), did not attend the council meeting held on Tuesday, marking the fifth instance in which the group has been requested to present at a public forum, as noted by Councilwoman Deb Jung of District 4. In response, the organization’s attorney submitted a letter implying that the council’s invitation was merely a setup to embarrass CCC’s representatives.

CCC was awarded the largest grant in the county’s history, beginning two years ago, for its flagship initiative: a 65,000-square-foot community facility located in the center of Columbia. The newly established nonprofit received a total of $25 million in two phases for this state-of-the-art development. However, as the year progressed, concerns arose regarding the apparent stalls in the project’s progress.
Jung, who initially supported the grant proposals, has become a driving force in seeking clarity. She emphasizes the council’s duty to manage taxpayer money responsibly.

“How much money have you spent? Where did the money go? What have you invested in so far? Where are your plans? Why have you spent more than half of the $25 million without any visible progress on that lot? These are valid inquiries that council members have, and Columbia Community Concepts should be prepared to address them,” Jung stated.

However, the correspondence from attorney Gregg Bernstein dated October 9 raises questions about Jung’s intentions, claiming that “her efforts to bring representatives from The Source before the council stem from a desire to embarrass and discredit CCC’s representatives.” Bernstein highlighted that some of these representatives had previously supported Jung’s opponent in the county executive primaries and that one individual had filed an ethics complaint against her, which was later dismissed.

The letter also argues that the public scrutiny and media coverage have drawn management and resources away from the construction work, potentially raising costs. Bernstein asserts that the group has consistently communicated its willingness to meet with the council for updates “under appropriate circumstances.”

In response, District 5 Representative David Yungmann contested that perspective, stating, “It’s not up to you to decide what qualifies as appropriate circumstances. County law clearly outlines the rights of the county council and the auditor to assess financial and related matters when any external organization receives taxpayer funds.”

Meanwhile, District 2 Councilman and council chair Opel Jones expressed concern that the ongoing insistence for oversight might be excessive.

“I don’t believe Howard County has a history of engaging in unfavorable dealings with those who are committed to benefiting the community,” he remarked.

Despite these reassurances, Jung remains doubtful.

“Everything could be perfectly fine, but when you fail to attend five meetings, it raises questions about what might be happening,” Jung stated. “I want to believe that there isn’t anything to conceal, but if we aren’t receiving straightforward answers to these inquiries, one can’t help but wonder.”

The attorney’s letter does mention some progress in the construction timeline, indicating that demolition, rough grading, and the building of a bike-pedestrian path have all been completed thus far.

Upcoming stages include the installation of a water line and the construction of a retaining wall. Permit drawings received approval in late summer, according to Bernstein, and the finalization of the guaranteed maximum price by the general contractor is currently underway.

More detailed information is expected to be shared through their annual report scheduled for early December.
