MIDDLE RIVER — Emergency response coordinators are gearing up to evaluate the state’s top responders during a significant training exercise taking place at Gunpowder Falls State Park.
This event aims to unite various agencies in order to prepare for extreme emergencies. It marks the second occasion the state has organized such an exercise, and notably, it is the first to occur in the Baltimore area.
“We are operating in a 20 square mile area for this exercise. It involves a variety of scenarios including swift water and flood rescue, hazardous materials response, dive operations, and urban search and rescue related to structural collapses,” explained Kiona Black.

Throughout the 20 square mile area, elite rescue teams from the region will work collaboratively. The objective is to ensure they can function effectively together during severe flood or hurricane situations.
“This exercise helps us become fluent in each other’s procedures, and when it’s time to respond to actual emergencies, we will be prepared and already familiar with one another,” Black noted.
Residents living nearby will likely spot helicopters and personnel operating within the wooded regions.
“You might see helicopters from the National Guard, Maryland State Police, and Baltimore County Police. We might also have aircraft from the Natural Resources Department. Additionally, fixed-wing aircraft from the Civil Air Patrol and drones from the Maryland State Police will be in operation,” Black mentioned.
“Baltimore County is committed to enhancing safety throughout the region, and this exercise will contribute significantly to that goal,” stated Dr. Howard Simons.
The training exercise is scheduled for Thursday, running from 7 a.m. until 11:30 p.m.
