Join the 4th BOOST Cohort: Applications Now Open from Downtown Partnership!

BOOST, which stands for Black-Owned and Operated Storefront Tenancy, serves as DPOB’s flagship initiative designed to empower local minority entrepreneurs while revitalizing vacant retail spaces within the 106-block business district the organization oversees.

Aspiring small business owners seeking additional information, including how to apply, can visit the BOOST information page.

Each business selected for the BOOST program that successfully completes the training will be eligible for grant funding ranging from $20,000 to $100,000. These funds can be utilized for capital improvements and startup expenses, as per DPOB. Participants will also benefit from technical support for launching and maintaining their businesses, along with training provided by the Maryland Small Business Development Center and various other resources, according to the organization’s announcement.

“The BOOST Program is specifically designed to enhance the opportunities available to local entrepreneurs, enabling them to achieve their full potential and make meaningful contributions to the economic vibrancy of Downtown, as well as the overall success of our city,” stated DPOB President Shelonda Stokes.

“As a key initiative of the Downtown Partnership of Baltimore, BOOST is transformative for minority-owned businesses, deliberately linking valuable resources, expertise, and networks to enhance capacity, strengthen support systems, and broaden Downtown’s retail offerings for the benefit of residents, employees, and visitors alike.”

According to DPOB, applicants must present a comprehensive business plan, outline how their business will contribute to the community and cultural richness of Downtown, and demonstrate alignment with DPOB’s mission of reducing vacancies while enhancing amenities for both residents and visitors.

To assist applicants, DPOB will conduct BOOST application training sessions on January 7 and January 8.

To participate in the Downtown BOOST Program, business owners are required to submit a variety of materials, including a well-detailed business plan and two years of financial records. The application period will close on February 3, 2026, and the winners will be announced in March 2026.
