Child Passenger Safety Tips

As Child Passenger Safety Week approaches, taking place during the third week of September, parents and caregivers in Germantown and throughout Montgomery County are reminded of the importance of securing children in appropriate car seats. Proper use of car seats can significantly lower the risk of fatal injuries in the event of a crash—by 71 percent for infants and 54 percent for toddlers, according to safety experts.

Know the Stages

1. From birth to around age 3, children should be placed in a rear-facing car seat until they reach the maximum height or weight limit specified by the manufacturer. Keeping them rear-facing for as long as possible is recommended.

2. Once they outgrow the rear-facing seat, a forward-facing car seat with a harness and tether should be used until approximately age 5, or until they hit the manufacturer’s height or weight limits.
3. After transitioning from a forward-facing seat, children aged 4 to 7 years can use a booster seat, but they must remain in the back seat and should be secured with a properly fitting seat belt.
4. For children aged 8 to 12 years, the 5-Step Seat Belt Fit Test can help determine if they are ready to use the seat belt alone. It is still safest for them to ride in the back seat. The five criteria for seatbelt readiness include:
5. The child can sit up straight with their back against the vehicle seat.
6. The child’s knees can bend comfortably over the edge of the vehicle seat.
7. The lap belt fits snugly across the child’s hips, not their stomach.
8. The shoulder belt rests across the chest, not the neck or face.
9. The child can maintain this position for the entire trip.

Custodial Arrests

• On September 8, a 41-year-old woman was taken into custody for an outstanding bench warrant at the Rockville City Police Station.
• On the same day, a 41-year-old man was arrested for possession of controlled dangerous substances (CDS) in the 1900 block of Veirs Mill Road.
• A 27-year-old man was arrested for DUI in the 800 block of Rockville Pike on September 8.
• On September 9, a 51-year-old man was arrested for possession of CDS paraphernalia in the 300 block of Woodland Road.
• On September 10, a 24-year-old man was arrested for theft, possession and use of a false government ID, making a false statement to a police officer, and obstructing and hindering in the 1100 block of Seven Locks Road.
• On September 11, a 33-year-old man was arrested for possession of CDS and related paraphernalia in the 100 block of First Street.
• On the same day, a 35-year-old man was arrested on an outstanding bench warrant at the Rockville City Police Station.
• On September 14, a 40-year-old woman was arrested on a warrant from the Anne Arundel County Sheriff’s Office for theft in the 400 block of Hungerford Drive.

Incidents

• At approximately 12:15 a.m. on September 8, a known subject assaulted a victim during a verbal altercation in the 1800 block of Piccard Drive. The victim was referred for charges.
• Three unknown subjects attempted to burglarize a commercial building on Preserve Parkway between 7:26 a.m. and 7:32 a.m. on September 5, with the incident reported on September 8.
• An unknown subject trespassed and stole property from a community building in the 400 block of Casey Lane between 1:47 p.m. and 2:15 p.m. on September 8.
• On September 8 at 3:20 p.m., an unknown subject stole merchandise from a business in the 1500 block of Rockville Pike.
• In the 400 block of McArthur Drive, an unknown subject made unauthorized charges to a victim’s charitable organization between March 31 and September 9.
• On September 10 at 5:10 p.m., an unknown subject placed a false emergency distress call to law enforcement in the 100 block of Aberdeen Road.
• At 11:14 a.m. on September 10, a known subject activated a fire alarm without cause in the 100 block of Monroe Street, resulting in charges being filed.
• In the 500 block of Mount Vernon Place, a known subject burglarized a business and stole property between September 10 and September 11.
• At 11:29 a.m. on September 11, two known subjects engaged in a mutual assault after a verbal altercation in the 1300 block of Crawford Drive. Both parties were referred for charges.
• An unknown subject vandalized a window of a residence in the 300 block of Prettyman Drive at 9:30 p.m. on September 11.
• In the 200 block of N. Washington Street, an unknown subject burglarized an unsecured residence and stole personal property between 2:30 a.m. and 3:00 a.m. on September 8, with the incident reported on September 11.
• On September 11 between 11:00 p.m. and 3:00 a.m. on September 12, an unknown subject stole auto parts from a vehicle parked in the 15900 block of Frederick Road.
• In the 2000 block of Dundee Road, a known subject assaulted a victim at approximately 10:31 a.m. and 4:42 p.m. on September 12 before fleeing. Charges were filed.
• An unsecured black Hope Cycle W3C electric scooter was stolen by an unknown subject in the 14900 block of Shady Grove Road at approximately 11:50 a.m. on September 12.
• Two unknown subjects engaged in a mutual assault at 1:42 a.m. on September 13 in the unit block of Southlawn Court.
• In the 1000 block of Seven Locks Road, an unknown subject fatally shot a victim following a verbal altercation between multiple parties between 1:52 a.m. and 2:02 a.m. on September 13.
• An unknown subject vandalized a motorcycle and stole its license plate in the 2000 block of Baltimore Road between 7:00 p.m. on September 11 and 2:46 p.m. on September 13.
• On September 13 at approximately 6:53 p.m., merchandise was stolen from a business in the 1500 block of Rockville Pike.
• Four unknown subjects vandalized a vehicle in the 600 block of Lofstrand Lane at 9:36 a.m. on September 14.
• Two known subjects engaged in a mutual assault at 9:30 a.m. on September 14 in the 400 block of College Parkway. The victims were referred for charges.
• In the 400 block of Twinbrook Parkway, an unknown subject defrauded a victim of personal funds through a lottery scam between September 10 and September 14.
• A known subject failed to return a rental car after defaulting on payments on July 3, with the incident reported on September 14 in the 14000 block of Southlawn Lane. The victim was referred for charges.
